Add scheduling to take advantage of low bandwidth or off-peak data

Recently due to increases of network utilisation; my ISP has become quite slow and unstable during peak hours (5pm to 1am). To combat this I now have to create my playlist, and then wake up around 2am to start the downloads. Is there a way that I can set an bandwidth schedule window (similar to how uTorrent does it) so that I can add my videos save in the knowledge that it will download automatically. Additionally can I set a max/min quality threshold; such that at the scheduled time, the playlist will get parsed, and the videos will be downloaded according to my quality preferences without my intervention.
