The programs window is too big for my screen when I am running screen scaling, the software needs to size itself based on resolution and screen scaling

I use a TV as my main monitor, to get the windows desktop to fit correctly I use screen scaling from with in the intel graphics control panel, however when I open 4k Downloader, it is drawn outside the boundary of my screen, the title bar, min ,max and close button are not visible and 4k downloader can't be moved or dragged around the screen.
