Why is 4K NEVER a download option, even though I am choosing 4k video URLs from Youtube?

I have never been able to have 4K Video Downloader actually offer the option of downloading 4K video files from Youtube. The most it ever provides the option of downloading is 1080p (60fps). I know it is supposed to be able to do this, so can you tell me why this option is not provided?
