Getting api-ms-win-core-heap-l1-2-0.dll missing errors with 4kstogram update

After installing the update tonight - April 9 2018) - The program chews up memory and then quits "in an unexpected manner" then subsequent attempts to restart give the error "api-ms-win-core-heap-l1-2-0.dll is missing, please reinstall" - Reinstalled, uninstalled and installed, etc. All the same problem. Now it doesn't work at all. Ran malware check and sfc /scannow and verified that the dll in question does exist is not corrupt.

Not sure what to do next, it looks like another update is needed

Went back to previous version and no longer got the dll error message, as expected, but same download issues. Upgraded again and the missing dll (not really missing or corrupt according to windows' own scan tools and malware checkers) error came back.

Going to wait for the next update, as this one won't even start
