Lower Bitrate Even When Set To High Quality 320 kbps

4K YouTube to M4A or MP3, Since the recent update, even when the bitrate is set to High Quality - 320 kbps, it always results with a file that is 193 kbps. What is going on? Hopefully you can solve this......
